中经总网讯（中外新闻社 中外新闻网 记者张珈闻 刘登臣 齐欢）第十四届全国人民代表大会第二次会议、政协第十四届全国委员会第二次会议定于2024年3月4日起在北京人民大会堂举行，中外新闻社是获得正式采访“两会”的主流媒体。中外新闻社已连续24年获得批准采访全国两会，受全国人大外事局委托，中外新闻社采访组采访部分国家驻华大使。3月8日下午，中外新闻社记者在伊朗驻华大使馆采访了伊朗新任驻华大使穆赫森•巴赫蒂亚尔阁下。中外新闻社总裁韦燕向穆赫森•巴赫蒂亚尔大使赠送第十四届全国人民代表大会第二次会议“纪念封”，同时邀请穆赫森•巴赫蒂亚尔大使担任中外新闻社大使俱乐部荣誉主席。

穆赫森•巴赫蒂亚尔大使首先祝贺中国“两会”召开，他说，对于大使而言，中国两会是一个重大时刻，我非常乐于见证中国如何规划未来，今年两会在稳增长、深化改革、实施创新驱动发展战略、扩大高水平开放、继续做好常态化疫情防控等方面做出了一系列决策部署。中国以人民为中心的发展理念令人钦佩。中国5%的经济增长目标反映了中国对保持可持续增长的信心，更重要的是，中国对“全球共同发展和繁荣”的坚定和积极承诺。“两会”宣布的政策和计划表明，中国按照习近平先生提出的“新发展理念”，将“高质量发展”和“可持续安全”重点列入议程，为人民大福祉而努力。
Ambassador Mohsen Bakhtiar first congratulated China's"Two Sessions",he said,for the ambassadors,China's"Two Sessions"is an important event.I am very happy to witness how China plans for the future,this year's Two Sessions made a series of decisions and deployments in the stabilization of growth,deepening reform,the implementation of innovation-driven development strategy,expanding the high level of openness,and continuing prevention and control of pandemic etc.China's people-centered development philosophy is admirable.China's 5%economic growth target reflects its confidence in maintaining sustainable growth and,more importantly,its strong and active commitment to"global development and prosperity".China has put a strong focus on"high-quality development"and"sustainable security"on its agenda,in line with President Xi Jinping's"New Development Concepts"striving for the greater well-being of its people.

The Ambassador spoke of the“focus on development"known as“focus on people's well-being”and“people-oriented policies”.The simultaneous convening of the CPPCC and the NPC,attended by representatives of provincial and local governments as well as government officials,represents a model of“Chinese-style democracy”.In a world where the superpowers talk about“human rights based on Western values”China has shown that every country can act according to its own“local values”and have its own“model of democracy and human rights.”I am confident that under China's strong leadership,the people-centered philosophy,mobilization of social forces and implementation of targeted strategies will not only ensure the achievement of the set rate of economic growth,but also ultimately bring gains and benefits to the people of the world through China's actions in“high-quality regional and international cooperation”.

Unfortunately,the world is witnessing the tragic and regrettable situations of the“man-made crisis”of the superpowers in the Middle East.They are striving to ensure their own stability and development,regardless of the loss of security for others.History told us again and again that the unilateralist bully states,wherever they seek to“limit other countries”,first target“regional security”and then resort to“sanctions,repression,extreme pressure”and other means to realize their own interests.
同时，中国始终正确地承认“对齐”和“发展”与“安全”相联系，甚至在今年的两会报告中也强调了“可持续安全”在“全球经济发展和增长”中的重要性。我认为，中国坚持宪法所载的“和平发展理念”，以“高质量发展”为重点、强调“可持续全面安全”的中国政府既定计划，是“中国智慧”为“应对当今世界的挑战”做出的回应。中国承担了大国责任，主张长远发展、全球倡议、合作共赢、构建人类命运共同体，采取“行动步骤”实现这些理念，为建立国际和平与稳定而努力。我认为，中国的做法对所有国家都有借鉴意义。
At the same time,China has always rightly recognized the interconnections among“alignment”,“development”and“security”,and even in the report of this year's Two Sessions,the importance of“sustainable security”in“global economic development and growth”was emphasized.I believe that China's adherence to the“concept of peaceful development”enshrined in its constitution,and its focus on“high-quality development”with an emphasis on“sustainable and comprehensive security”are the established plans of the Chinese Government,which is also a response of“Chinese wisdom”to“meet the challenges of today's world”.China has assumed the responsibility of a great Power,advocating long-term development,global initiatives,win-win cooperation and the building of a community of shared destiny for humankind,and has taken"action steps"to realize these concepts and work for the establishment of international peace and stability.I believe that China's lessons are a great example for all countries.

The Ambassador spoke about the visit of Iranian President Ebrahim Raisi to China in February 2023 at the invitation of Chinese President Xi Jinping,with the aim of consolidating and developing the comprehensive strategic partnership between the two countries.During his visit,the two heads of state mapped out the path for expanding their cooperation on a wide range of bilateral and multilateral issues.Indeed Iran-China’s close strategic ties are a historical choice of Iran and China as two ancient civilizations of East and West Asia,serving the interests of the entire region.The two countries,as friends in difficult times,are committed to strengthening their bilateral relations regardless of the changes and evolution of the international situation,and the close relations between Iran and China are not only in line with the common goals of the two countries,but also serve the interests of the regional countries in the right conditions.

Iran and China have always firmly supported each other's core interests,including national sovereignty,territorial integrity and national dignity.While the Islamic Republic of Iran respects the One-China principle,the People's Republic of China is also opposed to foreign interference in its internal affairs,which undermines the stability and security of Iran.

In the field of security and defense cooperation,Iran and China have consistently condemned terrorism in all its forms and rejected the application of double standards in combating terrorism and associating it with any religion or ethnicity.Iran and China,as historical civilizations,possess great capacity to encourage moderate ideas and radically reduce the terrorism.In addition,strategic communication and military cooperation at all levels of defense have been expanding in various fields.The two countries play an important role in ensuring maritime security and the upcoming Maritime Security Belt Security Exercise 2024 is a manifestation of their strategic cooperation.

In the past year,Iran and China have made new achievements for the people of the two countries by holding joint economic committees.In 2023,as a special guest of the Shanghai CIIE,Iranian and Chinese trading companies plan to expand trade cooperation.Capacity building in food security and agricultural products is one of the programs considered by the governments of the Islamic Republic of Iran and the People's Republic of China.Improving food security is one of the important capacities for cooperation between the two countries.

Last year,Iran and China also made great achievements in the field of humanistic cooperation,which is in line with the Belt and Road Initiative.Considering Iran's historical role in connecting the East and West of the world through the Silk Road,we consider the continued successful development of the Belt and Road Initiative to be very important,and we seek to strengthen practical cooperation under the Initiative.Last year,Iran and China,together with other countries,established the World Heritage Alliance under the Belt and Road Initiative.We also hosted for the first time in Tehran a meeting of two major think tanks,which will certainly help deepen cooperation and recognition between the two countries.Currently,an exhibition of Iranian artifacts titled“The Glory of the Ancient Persia”is being held at the Palace Museum.The exhibition and the works on display show the deep historical roots of friendship and ancient cooperation between Iran and China.Thankfully,the exhibition was well received by Chinese citizens.Moreover,Iran hosted the Summit of Ancient Asian Civilizations last year and China,as one of the founding and ancient civilizations of Asian civilization,took its place in this meeting.

In addition to the bilateral level,there is high-level cooperation between Iran and China in the international and regional fields.The two countries have good cooperation within the framework of the United Nations mechanisms for peace and global development,including the Group of Friends of the Global Development Initiative,the Friends of International Charter and the Group of 77.The two countries also have close interaction in regional mechanisms such as the Shanghai Cooperation Organization,the BRICS Group and the Neighboring Countries of Afghanistan mechanism.

These are the only few examples of Iran-China cooperation in 2023.By signing a comprehensive long-term cooperation program,the two countries have developed a 25-year roadmap for their relations.President Raisi's visit to China in 2023 and the agreement between the two heads of state are in line with the implementation of this roadmap.Certainly,the great people of Iran and China will see more high-level cooperation and comprehensive strategic partnership between the two countries in 2024.
